What is NHI?
NHI stands for “Non-Human Intelligence.” It is a collective term for intelligent beings other than humans that might be operating UFOs, which the U.S. government now calls UAP (unidentified anomalous phenomena). In Japan it is sometimes translated as “non-Earth-human intelligent beings.”
The reason people say “non-human intelligence” instead of “aliens” is that no one knows whether such beings come from space, from another dimension, or were on Earth all along. It is a newer way of speaking that avoids deciding their nature in advance.
A definition in the U.S. Congress
The term became widely known after a group of U.S. senators introduced a bill in July 2023 calling for the release of government records on UAP (the UAP Disclosure Act). The bill defined NHI as “any sentient intelligent non-human lifeform regardless of nature or ultimate origin” that may be responsible for UAP or that the federal government has become aware of. The provisions were greatly weakened in the law that finally passed, but the fact that the words “non-human intelligence” were written into a congressional document drew a great deal of attention.
Testimony at the 2023 hearing
On July 26, 2023, a subcommittee of the U.S. House of Representatives held a hearing on UAP. David Grusch, a former intelligence officer, testified that the U.S. government had for decades run a secret program to recover crashed craft of non-human origin and to reverse-engineer their technology. He also said that “non-human biologics” had been recovered along with the craft, and his words were reported around the world. However, he declined to give details on locations or evidence, saying he could not discuss them in an open session.
In September of the same year, mummies described as the remains of “non-human beings” were also shown in Mexico’s congress (see Mexico’s “Alien Mummies”).
The Pentagon’s findings
In March 2024, the U.S. Department of Defense’s UAP office (AARO) published a report on the U.S. government’s involvement with UAP since 1945. It concluded that it found no verifiable evidence that extraterrestrial beings or technology had been discovered, or that the government or private companies were hiding them. A metal sample said to come from a crashed spacecraft was found to be an alloy made on Earth.
The witnesses, however, have argued that important information was left out of the report, and the debate continues.
How to read the NHI story
Much of the hearing testimony was second-hand, not things the witnesses saw directly, and no physical evidence of NHI has been made public so far. At the same time, reports of unidentified flying objects are numerous, and the U.S. government continues to investigate them as a security issue. In Japan, too, lawmakers formed a cross-party group to study UAP in 2024.
